Виголошена Постійним представником України при міжнародних організаціях у Відні Євгенієм Цимбалюком на 1289-му засіданні Постійної ради ОБСЄ 12 листопада 2020 року
Ukraine welcomes cessation of the military actions (between Azerbaijan and Armenia) in the Nagorno-Karabakh conflict zone.
We believe that the next steps should be aimed at restoration of stability and well-being of the region, as well as continuation of international efforts for achievement of full settlement of the Nagorno-Karabakh conflict on the basis of the international law.
I would like to reiterate Ukraine’s consistent and unconditional support of the sovereignty and territorial integrity of the Republic of Azerbaijan within its internationally recognized borders. This principle is fundamental for Ukraine, still suffering from Russian aggression, and having part of its territory under temporary Russian occupation.
On a separate note, I would like to mention that the Russian Federation, which continues aggressive actions against Ukraine, including temporary occupation with its armed forces of the Autonomous Republic of Crimea, the city of Sevastopol and certain areas of Donetsk and Luhansk regions, has neither legal nor moral grounds to call its military units, stationing from now on in the Nagorno-Karabakh area, as so-called “peacekeepers”.
In addition, the ongoing occupation by Russia of the part of Georgian sovereign territory puts in question the efficiency of Russia’s so-called “peacekeeping” role in the region of the South Caucasus and discredits the notion of a peacekeeping mission as such in the sense of the international law and the UN Charter in particular.
I thank you, Mr. Chairperson.
