Mr. Chairperson,

Ukraine expresses its solidarity with Georgia and international community in condemning Russia's cyber-attacks against state bodies, private and public sector organisations and media outlets.

Attacking critical objects of Georgia in October 2019 Russia has once again demonstrated its disregard for the rules and principles of international law. Particularly cynical in this regard are Russia's efforts to push international initiatives on peaceful usage of cyberspace at international venues. The international community should block any attempts undertaken by the Russian Federation to conduct “quasi-leading role” in promoting campaigns aimed to strengthen international information and cyber security recognizing the respective risks.

In this context I would also like to remind about Russia's cyber-attacks against Ukraine that has taken place since the beginning of the Russian aggression. The Russian Federation had used ICTs to interfere in the internal affairs of my state by conducting cyber-attacks against critical information infrastructure of Ukraine, state institutions and democratic processes in my country.

We share concern that information and telecommunications continue to be the elements of Russia’s hybrid war. Russia continues to use high technologies to get its own political and geopolitical objectives, namely by supporting and exacerbating conflicts in neighbouring states, conducting aggressive propaganda, campaign and information wars.

Ukraine stands for the responsibility of those who intentionally organize and carry out targeted cyber-attack against critical infrastructure of Georgia in October 2019. We call on the international community to take all measures to identify and hold accountable those individuals and particular states that coordinate and fund illegal activity in global cyberspace.

In conclusion, let me reiterate Ukraine`s unwavering support for the sovereignty and territorial integrity of Georgia within its internationally recognized borders.
