Ukraine commends the OSCE Chairpersonship of Switzerland and the FSC Chairpersonship of Georgia for convening this joint FSC-PC meeting in response to Russia’s latest violation of Romanian airspace on the night of 28–29 May 2026.

On that night, during yet another Russian attack against the Odesa region and the ports along the Danube River, an armed drone entered Romanian airspace and struck the top floor of a ten-storey residential building in Galaţi, injuring two residents, a woman and a child.

Ukraine strongly condemns this blatant violation of international law.

This incident is a direct consequence of Russia’s ongoing war of aggression against Ukraine. It is also a stark reminder that these attacks threaten not only Ukraine, but the security and safety of neighbouring states.

Let us not forget that what happened in Romania was not an isolated incident. It is part of Moscow’s deliberate strategy of combining its campaign of terror against Ukrainian civilians with efforts to test the resolve of neighbouring countries.

Since 2022, Russian drones have violated the airspace of Romania and Moldova on more than 80 times. For Ukraine, this same period has been marked by daily bombardments that have brought nothing but death, destruction, and suffering.

No one understands the horror of Russian aerial terror better than Ukrainians. Just this morning, Ukraine witnessed yet another massive Russian aerial attack. In a single overnight assault, the aggressor state targeted many regions across Ukraine, particularly Kyiv and Dnipro, launching 656 UAVs and 73 missiles.

This brutal attack claimed the lives of 12 people, including children, and injured hundreds of civilians across the country. Rescue operations are still ongoing, and the number of victims may unfortunately rise.

Ukraine expresses its full solidarity with Romania and conveys its deepest sympathy to those injured in Galaţi.

As President Volodymyr Zelenskyy has emphasized: “Ukraine is ready to contribute to Romania’s security, just as Romania has helped us defend against Russian attacks for the fifth year in a row.”

Ukraine remains open to closer cooperation with its partners, including through the establishment of a joint air defence framework. Intercepting Russian aerial targets over Ukrainian territory would save lives on both sides of the border and significantly strengthen the security of the entire region.

Russian aggression knows no borders or limits . It poses a direct threat to the entire Azov–Black Sea region and to Europe as a whole.

Through lies, manipulation, and deliberate distortion, Russia seeks to advance narratives that obscure the fact that its own drones and missiles are endangering sovereign states. Yet no propaganda can conceal the truth: full responsibility lies with the Kremlin regime, and it will not escape accountability.

The unprecedented scale of Russia’s aerial terror requires a strong and coordinated response, including measures aimed at strengthening air defence across the region.

Russia’s disregard for international humanitarian law must and will have consequences.
