В рамках заходу було представлено Програму технічного співробітництва МАГАТЕ на 2018-2019 роки.

Програма містить чотири нові національні проекти для України з таких важливих для нашої країни напрямів як: зняття з експлуатації та поводження з радіоактивними відходами, мінімізація наслідків Чорнобильської катастрофи та розширення можливостей галузі ядерної медицини.

Після затвердження Програми Радою керуючих МАГАТЕ 23-24 листопада, на реалізацію цих проектів в Україні у 2018 році Агентством буде виділено 544 675 євро.

Statement by the delegation of Ukraine

at the IAEA Technical Assistance and Cooperation Committee meeting

November 20-21, 2017

(agenda item 2 “Technical cooperation: the Agency’s proposed programme for 2018–2019”)

 

Mr Chairman,

Ukraine aligns itself with the statement only just delivered by the Delegation of the European Union. In our national capacity we wish to add the following.

Ukraine wishes to thank the Secretariat for timely and profoundly prepared Agency’s programme of technical cooperation for the biennium 2018–2019 as contained in documents GOV/2017/45, Add.1 and Add.2.

We also want to commend DDG Dazhu Yang for the technical briefing held on 31 October, as well as for his today’s introductory remarks.

At the outset, we would like to underline that Ukraine strongly supports the Agency’s Technical Cooperation Program (TCP) and appreciates its effective role in the responsible development of peaceful, safe and secure application of nuclear science and technology for sustainable socioeconomic development.

We are very pleased to note that TCP for 2018-2019 focuses on putting advanced science to work to meet the economic and social needs of developing countries, allowing them to use nuclear techniques in a safe and effective way.

 

Mr Chairman,

The proposed Technical Cooperation Programme for 2018-2019 includes four new National projects for Ukraine.

In this regard, we are pleased to underline that the national projects for Ukraine are focused on implementation of exceptionally important issues for my country such as decommissioning and radioactive waste management, minimization of consequences of the Chornobyl accident and enhancing capabilities of nuclear medicine area. In particular, these projects are:

-     Development of Decommissioning and Environmental Remediation Strategy and Capacity Building towards the Remediation and Decommissioning of Former Uranium Mining and Production Sites;

-     Supporting Decommissioning of Nuclear Power Plant Units and Radioactive Waste Management at the Chernobyl Site and in the Exclusion Zone;

-     Strengthening the Regulatory Capabilities of the State Nuclear Regulatory Inspectorate Considering Current IAEA Standards as well as Best International Practices

-     Strengthening Capabilities for Production of Radiopharmaceuticals for Healthcare.

We are delighted to note that the regional project RER2016 «Enhancing the Capabilities in the Diversification of Power Reactor Fuel Supplies» is also included in the list of regional projects for the next biennium. Designed and presented by the State Nuclear Regulatory Inspectorate of Ukraine, the concept of this project was highly appreciated by a number of Eastern European countries.

The Delegation of Ukraine is confident that such projects and other joint efforts aimed at enhancing the level of nuclear capabilities and knowledge will further contribute to strengthening security and stability in the entire European region.

 

Mr Chairman,

In conclusion, Ukraine would like to reiterate its appreciation for the Agency’s commitment to the Technical Cooperation Programme.

Let me express gratitude to the Secretariat for providing valuable advisory and technical support to Ukraine on a broad variety of issues in the field of technical cooperation.

Such engagement constitutes a priority for the Government of Ukraine as it significantly contributes to nuclear safety, security and improving an overall effectiveness of peaceful use of nuclear energy in my country and in the entire European region.

With these remarks Ukraine joins other Board Members in recommending to approve the new projects included in the Agency’s TC programme for 2018–2019, contained in Addendum 1 to this document, to take note of the ongoing projects, contained in Addendum 2, and to approve the use of relevant financial resources needed for their implementation.
