STATEMENT by the Delegation of Ukraine

at the closing of the First session of the Preparatory Committee for the 2020 NPT Review Conference

Chairman’s summary

 

Mr. Chairman,

Ukraine recognizes with appreciation the profound work made by the Chairman and the Secretariat to prepare the summary of the First Session timely and in factual manner.

We take the view that the Chairman’s summary comprehensively reflects the main substantive points of nearly two-week discussions on achieving the objective of nuclear disarmament and non-proliferation of nuclear-weapons, and on pertinent practical confidence-building measures.

At the same time, we draw attention to the paragraph 44 of the draft document, which says that “the importance of existing security assurances provided by the nuclear-weapon States was recalled, especially through the protocols to the treaties that establish nuclear-weapon-free zones as well as through other arrangements such as the 1994 Budapest Memorandum”.

With regard to this paragraph, Ukraine wishes to reiterate its position, which has also been echoed by a number of other states during this session: the breach by the Russian Federation of the provisions of the Budapest Memorandum leads to broader international repercussions in terms of undermining the credibility of security assurances and degrading the sustainability of the global nuclear non-proliferation regime.

This example of flagrant violation of security assurances serves as an important lesson necessitating the renewal of full respect to the territorial integrity and inviolability of frontiers of the affected country as the means of fostering confidence in the security assurances.

With these remarks, Mr Chairman, Ukraine takes note of the presented summary.
