The fifty-fifth session of the Commission on Narcotic Drugs (CND) took place from 12 to 16 March 2012 in Vienna. The Commission is the policy-setting body of the United Nations on drug-control matters. In the framework of the session Commission considered implementation of the Political Declaration and Plan of Action on international cooperation towards an integrated and balanced strategy to counter the world drug problem. Measures to prevent diversion of substances frequently used in the manufacture of narcotic drugs and psychotropic substances from domestic distribution channels; and the principle of common and shared responsibility in counter-narcotic efforts were in the focus of discussion.
Particular attention was attached to the Ukraine’s initiative on promoting programs aimed at treatment, rehabilitation and social reintegration of drug-dependent persons, released from prison settings. Draft resolution, submitted by Ukraine and co-sponsored by delegations of the EU Member-States, as well as the USA, the Russian Federation, Israel, Burkina Faso, Georgia, Kyrgyzstan, Thailand, Turkmenistan, Philippines, Cote-d’Ivuar, South Africa, Lebanon and Nigeria, was unanimously adopted by the Commission.
The Ukrainian delegation headed by Mr.Volodymyr Tymoshenko, Head of the State Service on Drugs Control of Ukraine actively participated in the elaboration of the decisions of the session.
