Ukraine strongly condemns holding by the Russian Federation of the elections to the State Duma of the Federal Assembly of the Russian Federation of the 7th convocation on the temporarily occupied territory of the Autonomous Republic of Crimea and the city of Sevastopol.
Having occupied Crimea following the military aggression and imposing forcibly its legal order on the peninsula, the Russian Federation continues to flagrantly violate fundamental norms and principles of international law, in particular those enshrined in the UN Charter, the Geneva Convention relative to the Protection of Civilian Persons in Time of War of 12 August 1949, the CSCE Helsinki Final Act of 1 August 1975, the Memorandum on Security Assurances in connection with Ukraine’s Accession to the Treaty on the Non-Proliferation of Nuclear Weapons of 5 December 1994, as well as commitments under multilateral and bilateral treaties, to which Russia is a party.
By including the integral part of the sovereign territory of Ukraine to the single federal electoral district, as well as by establishing 4 single-member constituencies on the Crimean peninsula, Russia has flagrantly violated the fundamental norms and principles of international law. In this regard, the elections’ results and mandates of 4 members of the Duma, elected in the occupied Crimea under the majority system, as well as of 225 parliamentarians, elected under proportional system, are null and void, casting thereby doubts on the legitimacy of the entire State Duma.
We recall in this regard that the UN General Assembly in its Resolution А/ RES/68/262 «Territorial Integrity of Ukraine», adopted by 100 States, call upon all States, international organizations and specialized agencies not to recognize any alteration of the status of the Autonomous Republic of Crimea and the city of Sevastopol and to refrain from any action or dealing that might be interpreted as recognizing any such altered status.
Ukraine relies therefore on our partners’ consistency and commitment to international law and respect for territorial integrity and sovereignty of Ukraine. We call not to recognize the results of the elections to the State Duma of the Federal Assembly of the Russian Federation in so far as they refer to the voting on the territory of the occupied Crimean peninsula. Ukraine will transmit the list of all persons directly involved in the preparation of the election farce in the Crimea, as well as those who took part in the illegal elections, to its international partners for inclusion them into the lists of sanctions.
Ukraine reiterates its strong demand to the Russian Federation to stop military aggression against our country and to de-occupy the captured Ukrainian territories by withdrawing its troops therefrom.
