Mister Chairperson,
Being driven by euphoria from the falsified “pseudo-elections” vladimir putin ordered to conduct one of the most massive missile and drone barrage against Ukraine this night.
The second night in a row.
It was a combined attack with a lot of ballistic missiles.
Russians were preparing this for a long time to overcome Ukraine’s air defence.
Ukraine was attacked with almost 90 missiles and 63 Iranian Shaheds. 37 missiles and 55 Shaheds were shot down.
The list of fired missiles and directions of the attack is impressive:
These missiles were launched from Belgorod, Tambov and Rostov regions in russia and from Ukraine’s occupied territories of Crimea, Donetsk and Zaporizhzhia regions.
Kharkiv and the region, Zaporizhzhia and the region, Dnipro, Kryvyi Rih, Cherkasy, Odesa, Khmelnytskyi, Sumy, Poltava and Vinnytsia, Ivano-Frankivsk and Zakarpattia regions were under attack.
Reportedly, there were, for instance, eight hits in the city of Zaporizhzhia, 15 blows in Kharkiv.
As a result, residential buildings were damaged in various regions of Ukraine, a trolleybus was burnt with people going to work, forest area was set on fire in the Lviv region and so on.
According to Ukraine’s Minister of Energy, russia conducted “one of the massive attacks on the Ukrainian energy system in recent times. The goal is not just to damage, but to try again, like last year, to cause a large-scale failure in the operation of the country's energy system”.
As a result of the attack, power generation facilities, transmission and distribution systems were damaged in various regions of Ukraine.
In addition, the ZNPP lost one of its power lines.
Furthermore, the Dnipro HPP in Zaporizhzhia, was hit. It is the largest hydroelectric power plant in Ukraine. Hydraulic structures and dam were attacked.
According to Ukrhidroenergo, the situation is under control. The emergency services and power engineers are working on the site to overcome the consequences of numerous strikes, including fire at the plant.
Following the destruction of the Kakhovka HPP last year the russian terrorists want to cause yet another ecocide.
And it is even impossible to imagine possible consequences if the russians would have succeeded with the attack this time.
After having just yesterday the discussion about the OSCE work in the second dimension, today’s attack raises a number of questions:
Esteemed colleagues,
It is not by coincidence that just yesterday the russian propaganda issued a video where Shoigu was inspecting a facility that produces FAB-3000 bombs.
These bombs were used only to bombard Mariupol by the russian strategic aviation. They did so because they enjoyed uncontested skies there.
And we are well aware of the level of the destruction experienced by Mariupol with dozens of thousands of killed. The recent UN Inquiry Commission has provided a shocking reminder of those bombardments.
For sure, russia is ready to do the same with other Ukrainian cities. They are preparing for that.
And we must do whatever it takes to prevent the repetition of such a situation.
We have to act now.
These steps must include:
We know who we are dealing with.
And we know what to do to stop this regime, including by establishing a special tribunal against the crime of aggression.
Russia must be reminded every day and every minute about the inevitable accountability for its crimes.
And the OSCE has to serve as a platform for russia’s accountability.
Only such actions will also bring us closer to a day when we will return to discussions about security and cooperation in Europe, as we used to do in the OSCE.
Not with the participation of putin’s terrorist regime, but with new representatives of a new russia.
