As for delivery by Ambassador Yevhenii Tsymbaliuk, Permanent Representative of Ukraine to the International Organizations in Vienna, to the 1447th special meeting of the OSCE Permanent Council 19 October 2023
Mr. Chairperson,
The Ukrainian delegation strongly condemns the terrorist and rocket attacks by armed groups of Hamas against the population of Israel, as a result of which several thousand people, including citizens of Ukraine, have already died and been injured.
We consider deliberate acts of violence against the civilian population to be categorically unacceptable, including numerous brutal murders and hostage-taking.
As the number of casualties continues to grow, including following the reports from a hospital in Gaza, we reiterate, civilians and civilian infrastructure are univocally protected by international law.
We extend our condolences to all those whose loved ones were killed.
Those responsible for these crimes should be held to account.
As Minister Kuleba stated during the joint press conference with Bujar Osmani, the Chairperson-in-Office of the OSCE, - “Ukraine and Israel are two theatres of the same war […] we see the same actors”.
Israel has a right to defence and to counter terror acts.
Ukraine also consistently supports efforts based on principles and norms of international law and aimed at making the region more stable and peaceful with Israel and Palestine live side by side in peace and security.
Dear colleagues,
As stated by President Zelenskyy: “Those using terror commits a crime against the world. Those sponsoring terror commits a crime against the world”.
Therefore, the world must stand in unity and solidarity in preventing violence against civilians worldwide, defending life and the rules-based order.
I thank you, Mr Chair.
