As delivered by the Ukrainian Delegation, to the 1483rd meeting of the Permanent Council on 18 July 2024
Madam Chairperson,
We thank the delegation of the Netherlands for raising this issue. Having aligned with the EU statement, I would also like to add several remarks in my national capacity.
Like 10 years ago, we remain shocked by the downing of Malaysia Airlines Flight MH17 by russian militaries and individuals under their direct control.
On that day, 298 people, including 80 children, became victims of unprovoked and unjustified russian aggression against a sovereign neighbouring state. We mourn with their families and loved ones.
In the ten years that have passed since that tragic day, the russian federation has not found the courage to accept responsibility, to apologize to the families of the victims and the affected countries, and to pay compensation.
As Minister Kuleba noted, “In fact, russia murdered the victims of MH17 twice. First, with a missile. Second, with lies that abused their memory and hurt their relatives”. This is part of Russia's “kill, lie and deny” strategy, that we have seen so often.
Esteemed colleagues,
10 years ago, russia used a missile against a civilian aircraft for the first time. However, today it has become routine for russia to deliberately hit civilian objects with missiles.
10 years ago, our hearts were broken to see children’s stuffed animals among the wreckage of the plane. However, to this day, we have seen too many such toys among the rubble of the destroyed homes, schools and kindergartens.
10 years ago, russia was intoxicated by its impunity instigating new crimes on her behalf. However, today we are confident that russia’s accountability for all the atrocities it has committed is inevitable.
Ukraine will continue to make every effort to establish justice for the victims of the tragedy, hold Russia and all perpetrators accountable and ensure the non-repetition of such a heinous crime.
The efforts of Ukraine and its international partners have always been aimed at this goal. This work, including within the framework of the Joint Investigative Team, international organizations and international judicial institutions, remains extremely important for the restoration of justice and the safety of international civil aviation.
We must deprive Moscow of its sense of impunity, put an end to its terror and aggression, restore just peace and security for Ukraine and all the countries and people that the Kremlin has chosen as its targets.
