The delegation of Ukraine draw attention to the challenges to preventing WMD proliferation resulted from continuation of ballistic missile program by the DPRK and Syria, as well as Russia’s a breach of the Intermediate-Range Nuclear Forces Treaty

On 3 June 2019, the representative of the Permanent Mission participated in the 18th Annual HCoC meeting in Vienna.

In his statement, diplomat draw attention to the challenges to preventing WMD proliferation resulted from continuation of ballistic missile program by the DPRK and Syria, as well as Russia’s a breach of the Intermediate-Range Nuclear Forces Treaty.

“Ukraine has not only signed the HCoC, but also adheres to the Missile Technology Control Regime and has been fully implementing the Intermediate-Range Nuclear Forces Treaty, in fact on the voluntary basis” – noted the representative of Ukraine in contrast to the mentioned challenges.

Special focus was made on HCoC’s weak points, which prevent it from being effective in curbing proliferation of ballistic missile technology.

Confidence-building measures with a special focus on attraction of non-subscribing states was presented as a practical strategy for enhancing the effectiveness of the Code.

Additional information: Ukraine became an HCoC Subscribing State in 2002. Since then, Ukraine regularly submits annual declarations regarding ballistic missile launching and training programs to the HCoC’s Executive Secretariat. Ukraine supports further efforts for the universalization of the Code, in particular, by conducting fruitful outreach activities and promoting its benefits worldwide.
