Чотири нові національні проекти затверджені для України в рамках Програми технічного співробітництва МАГАТЕ на період 2018-2019 років

Під час останнього в цьому році засідання політико-керівного органу МАГАТЕ – Ради керуючих – затверджено Програму технічного співробітництва Агентства на 2018-2019 роки та фінансові кошти, необхідні для здійснення частини програми у 2018 році

Відтак, у тісному співробітництві з МАГАТЕ, в Україні у 2018–2019 роках будуть реалізовані чотири нові національні проекти у сфері зняття з експлуатації та поводження з радіоактивними відходами, мінімізації наслідків Чорнобильської катастрофи та розширення можливостей галузі ядерної медицини.

На їх реалізацію у 2018 році Агентством буде виділено більше 500 тис. євро.

Statement by the delegation of Ukraine at the IAEA Board of Governors meeting

November 23-24, 2017

(agenda item 3 “Verification and monitoring in the Islamic Republic of Iran in light of United Nations Security Council resolution 2231 (2015)”)

Mr Chairman,

The delegation of Ukraine wishes to commend DG for timely providing factual and comprehensive reports on the status of implementation of both, the United Nations Security Council Resolution 2231 and the Joint Comprehensive Plan of Action (JCPOA) in general, as well as the DG report contained in document GOV/2017/48 in particular.

We also wish to thank the Secretariat for the informative briefing conducted on 15 November 2017 regarding the latest report of DG on verification and monitoring activities in the Islamic Republic of Iran.

Ukraine welcomes the verified by the IAEA fact that Iran's nuclear programme remains exceptionally peaceful. As a staunch supporter of the NPT, Ukraine stresses the paramount task of Iran’s full and faithful compliance with its relevant obligations under the JCPOA as a fundamental contribution to regional and global security.

Tehran’s compliance with the transparency measures, contained in the JCPOA, significantly fosters the sustainable implementation of the whole deal.

Ukraine is of opinion that the IAEA efforts to ensure full and proper implementation of the JCPOA has struck a firm balance between the legitimate right to develop nuclear energy and the need to stem proliferation of nuclear weapons.

Taking into account the acute nuclear threat of the current tenses, we find it imperative to further raise public awareness on the progress achieved since the entry into force of this overarching nuclear agreement.

Against this backdrop, Ukraine fully supports provided by the IAEA verification and monitoring activities of Iran's nuclear-related commitments and requests the Secretariat that this report be made public.

We welcome further information by the Agency in this regard.

Statement by the delegation of Ukraine at the IAEA Board of Governors meeting

(agenda item 4b “Application of safeguards in the DPRK”)

Mr Chairman,

At the outset, the Delegation of Ukraine wishes to thank DG for his useful update regarding the application of safeguards in the Democratic People’s Republic of Korea.

North Korea’s evolving nuclear and ballistic missile programs pose a grave challenge to the global peace, security and stability; therefore Ukraine shares the common view of necessity to address the North-Korean nuclear threat collectively and resolutely.

We are of the opinion that only robust steps by the international community in all available and appropriate forums could stop the flagrant violations by the DPRK of the non-proliferation regime, including universal norms prohibiting nuclear testing, and move closer to the total denuclearization of the Korean peninsula.

One of such forums is certainly a platform of the IAEA. In this regard, Ukraine welcomes the Director General’s intention to enhance the Agency’s readiness to play an essential role in verifying the DPRK’s nuclear programme.
Nevertheless, Pyongyang remains deaf to the international call to come into full compliance with the NPT and to cooperate promptly with the IAEA in the full and effective implementation of Agency comprehensive safeguards.
Moreover, the DPRK continues to conduct nuclear and ballistic missiles tests accompanied by the aggressive rhetoric, which proves its obstinate refusal to cooperate with the Agency, and to resolve all outstanding issues arisen since the IAEA inspectors were no longer admitted to the sites.

Sadly, that we cannot but admit that the DPRK continues to acquire technologies, materials, equipment and other resources for further development of its nuclear and missile programs.

Leaving no hope for the DPRK’s compliance with the existing norms and prohibitions, such illegal activity of Pyongyang urges the international community to undertake in-depth investigation into the development of the North Korean nuclear and missile programmes and expose any possible foreign assistance and technology transfers to Pyongyang in this area.

Ukraine remains ready for substantial work with all delegations on this matter with an aim to ensure positive changes in the current situation and move closer to denuclearization of the Korean Peninsula.

Statement by the delegation of Ukraine at the IAEA Board of Governors meeting

Mr Chairman,

This year Ukraine commemorates 40th anniversary of the first Ukrainian nuclear power unit connection to the grid.

September 26, 1977 is considered to be the day of the launch of the nuclear power industry of Ukraine, since at 8:19 p.m. turbo-generator No.2 of the Chornobyl Nuclear Power Plant, the first Ukrainian NPP, was cut into mains.

Chornobyl NPP is the firstborn of nuclear power engineering in Ukraine. Until April 1986, with 4 power generating units, the plant produced 4,000 MW per month. After the launch of the 5th and 6th power units, the completion of which was obstructed by the accident, a value of 6,000 MW was to be reached.

During the pre-accident period, four units of the plant produced 150.2 billion kWh of electricity. After the accident, the Chornobyl Nuclear Power Plant with three operating units produced even more electricity than before the disaster – 158.6 bill. KWh.

The Chornobyl accident on April 26, 1986, became a turning point in the development of nuclear power in the world, forcing everybody to reconsider the approaches to the safety of nuclear power plants, to make regulatory provisions stricter, to take unprecedented measures to improve the safety of existing reactors and to set new requirements for the construction of new ones.

Mr Chairman,

Despite the fact that the construction of the NSC has not been completed yet, not all life support systems have been put into operation and the sealing of the Arch has not been finished, the sliding of the NSC Arch into the design position over Shelter Object, which took place in November 2016, even now demonstrates positive trends of Shelter safety enhancement.

First point. New Safe Confinement Arch sliding to the design position over Shelter significantly limited the penetration of atmospheric precipitation into the facility. For comparison - the amount of radioactively contaminated water pumped out from the Shelter Object within the first half of 2017 decreased more than 4 times on average in comparison with similar periods of 2016-2013.

It is expected that the volumes of radioactive contaminated water that are formed inside the Shelter Object will be reduced much more once the junctions of Arch to the Shelter Object and ChNPP 2nd commissioning stage structures have been sealed and stable temperature and humidity conditions under the New Safe Confinement have been achieved.

Second point. Emission of radioactive aerosols through leaks and interstices of the Shelter Object is reduced. This is due to the fact that after the Arch sliding the direct impact on Shelter of the sun rays and wind, which contributed into the formation of convective air flows inside the facility and into the export of radioactive aerosols outside Shelter boundaries, have been eliminated.

Thus, the total fugitive gas and aerosol emissions from the Shelter Object for the first half of 2017 in comparison with the similar period of 2016 decreased more than 3 times. In comparison with the average emission value for 2013-2016 years, the gas and aerosol emissions from the Shelter Object decreased more than 5 times.

Third point. A comparative analysis of changes in the dose rate and angular distribution of gamma radiation intensity before and after the Arch installation into the design position at the same points was carried out.

The result of the analysis showed that the magnitude of the dose rate around the Shelter after the installation of the Arch to the design position decreased 10-20 times.

Mr Chairman,

Since 2001, the IAEA, through the implementation of national and regional technical cooperation projects, has been supporting the Government of Ukraine in critical for the Chornobyl NPP area – decommissioning and management of radioactive materials.

Within the implementation of the projects from 2001 to 2017, more than 80 missions of expert and technical support were carried out, more than 60 workshops and scientific visits of the ChNPP specialists were organized to the sites of the facilities where the tasks, critical for the Chornobyl Nuclear Power Plant, were successfully solved.
The ChNPP specialists were also often involved as experts for elaboration of technical documents and the IAEA standards, for participation in workshops and conferences.

Within the framework of technical cooperation with the IAEA, a pilot installation for the removal of trans uranium elements and organics from liquid radioactive waste material has been created and successfully tested, technical specifications for the industrial-scale installation have been developed, and work is being carried out on searching solutions for the treatment of secondary waste produced by this installation, with radioactively-contaminated water and ion exchanging resins.

In conclusion, Ukraine would like to reiterate its appreciation for the Agency’s commitment to the Technical Cooperation Programme and express gratitude to the Secretariat for providing valuable advisory and technical support to the Government of Ukraine on a broad variety of issues in the field of technical cooperation.
